HOW TO USE:
Use decode16.exe to "decode" 16x16 tile, take 2 consecutive graphics rom
like xxx_c1.rom and xxx_c2.rom and give them to the program, you'll have
only one file in output, open it and modify what you want with any tile
editor that support snes mode and 16x16 tiles, for example:

Use 4bpp planar (2x2 bpp) and Row_Interleave_Blocks with 2
colums x 2 row custom block size in Tile Molester.

Or SNES mode with FC/NES x16 in YY_CHR.

When you've modified what you want, take recode16.exe and "recode" tiles
to theyr roms, you've finished! :)

To "decode" 8x8 tiles stored in xxx_s1.rom rom files, use decode8.exe,
open the resulting file with any tile editor that supports snes 4bpp,
modify and "recode" using recode8.exe.
